Yes, it can. I can see it working for anyone who needs to build Squarespace sites on the reg, such as entrepreneurs, VA’s/Junior Designers, Copywriters, etc.
Although, it is worth mentioning, while there are step-by-step video tutorials included that show you how to use The Stash, it does not include extensive tutorials on how to use Squarespace, or how to design websites.

There are a small handful of layouts that are taken from previous Squarespace templates in the Good as Gold, but for the most part they are all totally fresh and new.

Yes, you totally can. There will be links inside The Stash if you wish to upgrade to an Extended Commercial license after your purchase.

There is a third party plugin a lot of Squarespace designers use that lets you do a lot more things with your site, including transferring pages/sections to other existing Squarespace websites. Here is the link for it.
This plugin is not included with The Stash itself, and I am not affiliated with the creators — I’m just adding this info here as some people have asked about it! If you wish to use The Stash on existing websites, it’s totally up to you, and this is the way I would recommend doing it.

The Stash is built exclusively on Squarespace 7.1, aka Fluid Engine. There is no 7.0 version included.

Yes! 100%. Let’s be honest — while those mega simple pre-designed layouts available directly inside Squarespace might be handy for the ultimate DIY newbie, they’re not even close to hitting the mark when you’re selling website design as a service & trying to deliver max value and dope designs to your clients.
The Stash ones though? They’re creative AF, flexible, and designed based on 12+ years in the game of website design, and layout design.

For Volume 1, yes, since they are all via Unsplash (a free stock site), they are included in The Stash.
For Volume 2, no, as they are mostly via Death to Stock, which means due to licensing the native files cannot be included, you will need to grab your own subscription to DTS to download them under your own license.

There’s a few examples shown on this page, and this sales page itself is also built using section designs that are included in The Stash itself — so all of these things should give you a solid idea of the layouts included.
